使用管理員執行powershell執行

npm install --global --production windows-build-tools

管理員執行cmd執行

setx ATOM_NODE_URL http://gh-contractor-zcbenz.s3.amazonaws.com/atom-shell/dist /M

以上解決方法來自網路，侵刪。
