功能介紹：PC端將.speex文件解碼為*.wav文件

### 環境：
1. MAC OS 10.12.5/Linux
2. Xcode
3. Gcc
4. JDK 1.8
5. speex 1.2.0

### 步驟：
1. 安裝libspeex
> 從https://www.speex.org/downloads/下載speex-1.2.0.tar.gz

> 解壓speex-1.2.0.tar.gz

>cd pathto/speex-1.2.0

>./configure

2.打包
> cd pathto/release

linux系統:
> make -f makefile-linux
> make -f makefile-linux install

mac系統:

> make -f makefile-mac
> make -f makefile-mac install

3.測試
SpeexUtils.decode("pathto/a.speex", "pathto/a-test.wav");
