該方法只適合在Windows系統中使用

1. 進入Windows的C:\Windows\System32\drivers\etc資料夾下，修改hosts檔案。
2. 我用的是EditPlus這個軟體，大家可以根據自己的使用習慣選擇軟體。
3. 用EditPlus開啟hosts檔案，在檔案的末尾加入0.0.0.0 account.jetbrains.com

5. 重新開啟PyCharm，此時已經啟用成功

此方法也是參考的別人的操作方法，進行實踐後整理的，不喜勿噴。
