第一次我是降低了npm版本，解決了問題，第二次又遇到了這個問題我是清空了npm快取解決了；

由於我沒用2.多的腳手架了，現在直接來下面的方法

npm uninstall -g vue
npm uninstall -g vue-cli
npm uninstall -g @vue/cli
npm cache clean --force
npm install -g @vue/cli

原來和node，npm沒什麼關係。那我就直接將vue的東西全解除安裝了，然後清空npm快取，在下載需要的進行就好了。

以上步驟後正常執行。
