在實際評測時,將只會有m-1行公路
輸出格式:輸入輸出樣例
輸入樣例#1: 復制4 2 5 1 2 6 5 1 3 3 1 2 3 9 4 2 4 6 1輸出樣例#1: 復制

樣例貌似有點問題;
其實就是按照貪心從小到大排序就行了;
坑點就是取的maxx要一直維護(可能出現有的2級道路花費>1級道路)
